The Office of Personnel Management (OPM) has identified five Executive Core Qualifications (ECQs). The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions.

Financial Management

Understanding the financial aspects of an organization includes the preparation, administration, and justification of a specific budget.

Human Capital Management

A multi-sector workforce with unpredictable workplace situations requires keeping, engaging, and inspiring workers on a 1:1 basis.

Technology Management

Staying up-to-date on the latest technological tools is critical. Utilizing technology to attain specific organizational goals is equally important.

Building Coalitions

This core qualification focuses on the skills needed to build strong partnerships both internally and externally. External partnerships include those with other federal agencies, state and local governments, private and nonprofit organizations, or international organizations all focused on common goals and objectives.

Political Savvy

Internal and external politics effect the way an organization functions. Leaders develop their intuitions and are consciously aware of their environment.  


Collaborating and building strategic relationships expands resources, improves the customer experience and boosts employee morale.  


Influence is a process that requires planning at every level. The power of language is critical to every leaders ability to deliver surface and underlying messages.
